China has stepped up support for small businesses, especially individuals, by launching new websites with better services, according to the State Administration for Market Regulation. The latest administration data showed that among the more than 150 million entities in the Chinese market, 102 million are sole proprietorships or home businesses and 43.17 million are small and micro enterprises. They depend on accessible services and information to survive.
The two new websites that went live on December 16, one as an integrated registration services platform for all market entities and the other as a window for government-business interaction, are created to meet those needs. The websites will provide timely and accurate information on the relevant market and policies.
China also has deployed two platforms to improve services to the self-employed and to private companies as part of the country’s larger effort to support all market players for greater vitality. One of the new platforms integrates the essential business administrative procedures portal from different places in China. Independent and private companies can request company registration, modification and deletion on the integrated platform.
The other platform offers channels to understand, apply, and learn about relevant policies and information. For example, they can find out about the small loans outstanding from different banks and financial institutions and know how to apply for them.
This decision aims to further support the development of independent and private enterprises in the country, to alleviate their bottlenecks in their business activities and to make social benefits policies more accessible to them. The recent Central Economic Labor Conference said China will use its macroeconomic policies to continuously boost the vitality of market entities next year.

As reported by OpenGov Asia, China has released a mobile terminal development guideline for a nationwide integrated government services platform to move more government services online using mobile phones. The development will combine the mobile terminals of the administrative service platforms at the state level, at the level of the State Council departments and at the provincial level.
The directive encourages the creation of unified standards in terms of development and access to the integrated mobile terminal, its quality management, as well as the protection and management of security. The integrated system will feature a list of high demand services accessible at your fingertips, with a focus on education, social security, health care and taxation, among others. With unified management, procedures must be improved and documents streamlined to provide mobile administrative services.
The directive also requires unification of identity recognition, including on an inter-regional and inter-departmental basis, data sharing and application management. The mobile terminals of the administrative service platforms are expected to introduce better functions such as personalized registrations, easier searches, evaluation of services and modes suitable for the elderly, and can be extended to public transport, public services and other services relating to people’s livelihoods. The directive calls for the use of technologies such as big data, artificial intelligence (AI) and 5G to facilitate access to mobile administrative services.
